Medhavi Goyal, ‘Protecting the Vulnerable: A Comparative Analysis of Policies Addressing Cyberbullying of Women and Minors’

ABSTRACT
Cyberbullying threatens the very safety and well-being of women and minors in this digital age. On a global scale, as social media and internet access expand, these groups face singular vulnerabilities through gender-and age-related power dynamics. The paper attempts to understand the nature of cyberbullying in its psychological, social, and legal manifestations. Policies and existing legal frameworks of cyberbullying in India, the USA, and the EU are dealt with, mentioning advancements and systemic gaps in enforcement and protection. The study, however, feels that even though the legal responses have evolved over time, they sometimes lack specificity, are under-enforced, or fail to consider the lived realities of the victims. Through comparison of international approaches, the paper identifies an urgent need for intersectional, rights-based approaches for the protection of women and minors from online harms.
