Andreas Peters, ‘Tokenizing Academic IP: A Reflexive Governance Framework for Universities under Institutional Risk and Market Complexity’

ABSTRACT
We develop a reflexive governance framework for university intellectual property tokenization based on optimal control theory. Our model determines optimal tokenization levels under dynamic risk and regulatory constraints. The duallayer architecture integrates strategic oversight with operational execution. Drawing from real-world cases and analogous sectors, we demonstrate the framework’s robustness and policy relevance. The model is mathematically formalized through a Hamilton-Jacobi-Bellman structure and validated via sensitivity analysis and simulation. What follows is intended less as a prescriptive model than as a structured invitation to think more carefully about the institutional logic of blockchain-based IP transfer. While empirical validation remains an open and necessary step, the framework aims to clarify the stakes and offer a vocabulary for future exploration.
